Minutes of the Swanville City Council meeting held in the Swanville Center on Tuesday, January 6, 2015. The meeting called to order 7:30 p.m. with the following members present: Sandy Peterson, Jay Bartkowicz, and Jim Molitor.
Also present: Mike Rude, Norman Carlson, Tony Maciej, Lonny Hutchins and reporter Kerry Drager.
Mayor Peterson welcomed Tony Maciej to the meeting and then Maciej took the oath of office to fill Council Member Tim Grittner’s seat for a four year term.
Minutes of the Swanville City Council meeting held Tuesday, December 2, 2014 were read. A motion was made by Jim Molitor to approve the minutes as read. Jay Bartkowicz seconded the motion. All members voted in favor, motion carried.
The treasures report was given. A motion was made by Jay Bartkowicz and seconded by Jim Molitor to approve the treasurer’s report. All members voted in favor, motion carried.
It was decided to have the minutes emailed to council each month rather than have the clerk read the minutes at each meeting.

Lonny Hutchins, city maintenance, reported that he will be going to the Rural Water conference in March. He will be taking the waste water exam and attending the two day conference. Lonny stated that the ice skating rink in the park is very smooth and being used.
Mike Rude, city engineer, was present to go over the close out of the PFA loan for the Rhoda Avenue Project. With that Mayor Peterson made a motion to close the Rhoda Avenue Project by the 15th of this month of January, 2015. Jim Molitor seconded the motion. All members voted in favor, motion carried. WSN will draw up the necessary papers and have the Mayor sign and send off to PFA.
It was brought to the council’s attention there is an individual interested in purchasing 308 DeGraff and putting in two apartments. Being this building is in a commercial zone it will be tabled until P & Z can discuss the issue and report back to council.
Jim Barthel is interested in renting the land in the Industrial Park for 2015. Jim Molitor made a motion to rent Barthel the land for the same fee of $300.00 for 2015. Jay Bartkowicz seconded the motion. All members voted in favor, motion carried.
Mayor Peterson presented to the council donations made to help cover expenses for the Swanville City Park. The Swanville Lions donated $3000.00, Swanville American Legion Auxiliary donated $200.00 and the Swanville American Legion donated $1000.00. Jim Molitor made a motion to accept the donations. Jay Bartkowicz seconded the motion. All members voted in favor, motion carried. Council would like to thank these organizations for their generous donations toward the park expenses.
This being the first meeting of the year, the following organizational actions are made: Jim Molitor will be acting Mayor in the absence of Mayor Peterson. The First State Bank of Swanville will be the designated depository of the City.
The Morrison County Record will be the designated official newspaper of the City.
The regular meeting date for the City Council meeting is the first Tuesday after the first Monday of each month at (7:00 pm.) Special meeting only after proper notification and publication.
The Bond of the City Clerk/Treasurer will be set at $12,000.00. Assigned duties to the following Council Members and Citizens of the Community: Community Center- Julie Hollermann

A motion was made by Jay Bartkowicz to accept these actions as stated. Tony Maciej seconded the motion. All members voted in favor, motion carried. Salaries for Employees and Council Members for 2015
Mayor’s salary-$1800.00 annually+$15.00 per hour for special meetings. Council Members salaries-$900.00 annually+$15.00 per hour for special meetings. Clerk/Treasurer salary-$900.00 monthly+$15.00 per hour for special meeting.
(Jim Molitor made a motion to increase Clerk/Treas salary $150.00 a month, Jay Bartkowicz seconded, all in favor, motion carried) Cleaning Community Center-$125.00 monthly
Maintenance Man Salary-new $32,000.00 annually + 60% Health care+Disability Ins.+2 weeks paid vacation (Jay Bartkowicz made a motion to increase salary by 4% for a cost of living of $1280.00. Tony Maciej seconded the motion. All in favor, motion carried.) Jim Molitor also made a motion to give a $500.00 employee incentive bonus to the maintenance man for extra work done at the waste water plant. Jay Bartkowicz seconded the motion, all in favor, motion carried.
Substitute Maintenance Man Salary-new $15.00 per hour (Jay Bartkowicz made a motion to increase sub maintenance salary to $16.00 per hour. Jim Molitor seconded the motion, all in favor, motion carried.)
Park Helper/Center Cleaner-$9.00 per hour (Jim Molitor made a motion to raise to $10.50 per hour. Jay Bartkowicz seconded the motion, all voted in favor, motion carried.)
Mileage at present 35¢ a mile (Jim Molitor made a motion to increase to 50¢ a mile. Jay Bartkowicz seconded the motion. All voted in favor, motion carried.)
A motion was made by Jay Bartkowicz and seconded by Jim Molitor to accept the above salaries. All members voted in favor, motion carried.
The amended requests to the Planning and Zoning Ordinances were discussed. Jay Bartkowicz made a motion to adopt the amended requests to the P & Z Ordinances. Tony Maciej seconded the motion. All members voted in favor, motion carried.
Waste Management contract will be up at the end of May, 2015. It was decided by council to have an ad in the paper to advertise for bids for residential refuse and recycling.
The following claims were presented for payment. Members of the council were furnished with a listing. Jim Molitor made a motion to approve the claims. Jay Bartkowicz seconded the motion. All members voted in favor, motion carried. The next monthly meeting will be held February 3, 2015 at 7:00 p.m.
